No hvac circulation from passenger vent (archive)

I have very little air flow from the passenger-side hvac vents in my 98 740i. It is not affected by fan speed or auto/manual mode and the drivers side seems to work fine. I have read several posts regarding stepper motor problems and was wondering if this is a similar issue?

I have just recently also noticed the dreaded "bad mildew smell" coming from the hvac. Could these two problems be related? Could the new drain kit I have seem on the board solve the mildew problem.
