I'm not sure I can fully agree with that: a lot of Germany's autobahns are pretty congested these days. On a north (Aachen) to south (Austria) run back in 2000, I only managed to max out at 110mph due to the traffic density being too high.

I was actually hoping to get the needle as far round the dial as possible, but unrestricted autobahns with no traffic seems harder to find than it was 15 years ago.
