what you describe are actually "city lights" not DRLs. DRLs are the high beam bulbs run at some percentage of max output when the lights are OFF. if you turn on your parking lights the DRLs go off. (at least in the BMW implementation, I know it differs on GM cars, for example.)

the city lights can be added to the US lights, or you can buy Euro assemblies that only require the socket and wire harness (<$10.)

DRLs, your car is already prepared for, assuming you have a build date of > 6/97...your dealer can turn them on for you using the DIS.
