Charles,

We need to bring such a rain of horrific destruction on the prime sponsoring country of the responsible terrorist group that no terrorist will ever again find a willing supporter. Dealing only with the "individuals responsible" won't do a damn thing. The risk of our retalliation for a terrorist act must be too great for any government to risk.
Spare me the moral platitudes. This is war and every target is a military target.
