I would consider paying for the leak-down test. They are probably right that they are not supposed to pay for the leak-down if the car passed the idle quality test.
I want to emphasize though - several cars have failed the leak-down test even if they were running smooth and strong - my own car included. I was lucky and had a willing dealer that took all three tests, and my block was replaced 2 days before the warranty expired. The idle quality test is far from certain in terms of determining whether you might have a problem. I would pay for the leak-down test, with the understanding that if it fails, you'll be refunded. I think it's worth it.
Good luck! Keep us posted.

Are the oxygen sensors covered under CPO warrany? They are not listed on the "not covered" list.
