My 95 740iL has a similar problem. The Rubber Molding at the top of my windsheild has multiple vertical incomplete closely spaced cracks, probably from dry-rot. None of the cracks in mine are complete, and my molding is not loose or unstable -- yet! I don't get any whistling yet, either.

My suggestion would be to drive into a reputable windshield repair facility for a free estimate. They should be able to answer your question. While I don't know the answer for sure, my guess is that the molding goes in after the glass is installed. Therefore, it should be able to be replaced without removing the glass. I would demand genuine BMW replacement parts for this job.
