It is not necessary to replace the whole headlight assembly. This has been discussed here from time to time. Replacement glass covers are available for about $50 a side, take a few hours to replace.

US BMW dealers can't supply the covers, but several importers (I used Maximilian, I'm sure others can help, too) can get the parts you need.
