The site says that these bulbs are for off road use only. Is that a concern. Will one get a ticket ?

I see so many other drivers with mis-adjusted lights and others who have bright-as-hell HID systems, so I'm not going to lose any sleep over a ticket. For inspection, it takes 60 seconds to swap bulbs.
