They just did a thing on this on the news (NY station) They said like 70% of tickets are like your situation. If youv'e got the receipt for turning in your plates, your untouchable. Just cruise on down to Center St or wherever they handle tickets now a days and they'll have u out of there in no time.

What happemed is the dude who bought your car never registerd it.
