Theoretical has nothing to do with this, nor does aerodynamics, so long as the comparison is between similar vehicles.

The aerodynamics affecting the 3.15:1 car will be the same as the aerodynamics affecting the 2.93:1 car.

Running until the motor's rev limiter is reached in OD will be the determining point for top speed. With the same drag co-efficient for both vehicles, aerodynamics are moot.
