My point has to do with the cars ability to "reach the rev limiter." I doubt that a BMW 740i or il has the ability to reach the rev limiter in top (an overdrive ratio) gear - very few cars do. Hence, top speed is in fact a theoretacal calculation based on rpm and gearing (which must take into account tire diameter).
Theoretical has nothing to do with this, nor does aerodynamics, so long as the comparison is between similar vehicles.
The aerodynamics affecting the 3.15:1 car will be the same as the aerodynamics affecting the 2.93:1 car.
Running until the motor's rev limiter is reached in OD will be the determining point for top speed. With the same drag co-efficient for both vehicles, aerodynamics are moot.
