I doubt that the fan is running any faster in the defrost mode than then it is up at full blast, out of the main vents. The difference you hear is due to the constriction of the defrost ducts making more noise. With the increased duct area of the main and floor vents, the same volume of air flows more quietly.
The reprogramming that the dealer does, I believe is putting the climate control system is "Hot Climate" mode. This dosen't change anything about the operation of the system aside from directing a higher percentage of the A/C air out of the main ducts as opposed to the floor ducts.

Question for Big T or anyone on the board- The air speed from dash vents on full power seems fairly low. I asked the dealer to reprogram it, which they did, without any improvement. Windshield defrost speed is great, if I could only duplicate it. Anyone have this issue? Anyone figured it out? Thanks! 98 E38.
