my TIS has the same directions in it for these two types ?. I created an upgrade kit for my 98 headlights so I have both versions in hand. The 99+ trim piece has a clip bent into it at the top of the "center flat spot". If I could attach a photo then this description will makes sense. IN the center between the two scoops for the headlights the trim piece is higher than the scoops but flat.

This part snaps over the plastic bracket behind it. In removing mine when first testing the fit, I pulled back on this center point while lifting up from the bottom. It may be necessary to use a screwdriver to pry up on the trim piece, but be careful and cover the trim with tape or cardboard before prying on it with the screwdriver. Once this center clip comes off the trim jsut pulls out.
