Headlight Upgrade? Has NE1 done without new fender (archive)

Interested in doing 99-01 headlight upgrade. Still in the research mode. I've seen websites with lousy pics. I'm sure the job was done right but the pictures of the job had poor picture quality and ambigious instructions.
The fast rummer sight , I'm not sure if he=mentions that wheter or not he replaced the fenders.
Is it possible to do the job adequitly with old fenders and proper body work. If this is possible does anyone know of someone in the NYC metro area that can undertake?
I'm willing to travel Northeast.
Big H and Gary are wanting to do it but we got a body shop in nj that wants too much money, so he's out.
