I did this by modifying the 98 headlights to the 99+ look myself. The steps are not posted but if you want them, let me know and I'll tell you what I did and how. I have not replaced the fenders yet and the one body shop I went to said $1200-$1500 so I passed. ELI (ELIBIMMER) from this discussion forum said he was planning to make up a filler piece from aluminum, but recently he has gone quiet on this. I am thinking about making a filler piece too, or finding something to use like a black rubber moulding or a plastic piece cut to fit and painted but in the end, if it won't look right, I'll probably go with a body shop too. I plan on shopping around for one that would do it for less though. Good luck,
