I had a similar problem, but the drivers side was blowing hot all the time. AC wouldn't blow on the drivers side. Everything was Ok on the passenger side. Had to replace the circuit board behind the controls. £200 from BMW. I tried to find the fault on the board but without any success, had to buy the board.

Not what you want to hear, but that might be the problem.
