You need to remove your bumper to get to the headlight washers. It's not all that hard. Just four torx bolts underside of bumper and unsrew the wheel well bolts and bottom skid plate. The entire bumper will pull straight out. Oh yeah, disconnect the fog lights too. Use a vice grip or clamp to close off the washer fluid and disconnect the tube going to the splitter.
There is a nut that screws onto a spacer holding the H/L washer in place.
