DME problems in 95 740i (archive)

I am trying to trouble shoot an engine cranks but no start problem with my 95 740i. Can anyone please answer any of the following:
1.) Where is the fuel system relay located. The wiring leaves the electronics box an head aft. The Bentley Manual does not cover the 95 so I a bit lost.
2.) Does the 95 have the OBDI or OBDII system. I do not get any codes out of the check light. When I boost the battery voltage with a charger, it does flash but not what is expected in the Bentley Manual. The Peake code tool just gets an "E" message even with their website tech debug.
3.)I have an empty connector hanging by the right front near the two throttle valves and the idle control valve. It is corroded so if it did go to something it has been disconnected for some time. ??????
4.) The idle control valve measures 12 ohms instead of the 20 ohms called for in the 1994 manual. Bought another from the boneyard and it also read 12 ohms. What's the story?
5.) Is the fuel pump access under the rear seat, under what looks like a glued on pad cover?
6.) Where does one tap in to measure the fuel pressure?
7.) What is the valve on the left front of the engine that looks like a plastic diaphram with an electical connector?
