The headlight washer nozzles need to be removed from the inside, so the entire front bumper cover must be removed. Also gotta carefully remove the body color trim pieces under the headlights. (One of mine didnít go back on too tight and I lost one on the freeway! In the process of replacing it and getting it painted this week)
Others say it is a do-it-yourself project. I think you should have a second person so you donít drop the whole bumper on the ground. It also helps to have a second person to align everything back up.
Here was the post/reply where I got this information. (It is in the archive under week 12, from about 3/30/02)

If you have the headlight washers, the bumper(cover) WILL need to be removed to replace the hard plastic/contact strip -as the HL washers actually are inserted through the back of the strip. The contact-strip consists of five pieces, if you are replacing the license plate frame/center strip(only)the cover will not need to be removed.
The bumper-cover comes off very easily and quickly as there are two torx (T-50) headed bolts (directly underneath the front license plate frame) that attach the bumper(cover) to the actual "bumper".
There are two 10mm screws (on each side) that attach the wheel well liners to the bumper cover that must also be removed. Further, there are two "tabs" underneath the front of the car--near the front of the bumper cover--that attach the air deflector(bottom of engine) to the bumper cover that must be released...
Once removed, the headlight washers must be removed from the bumper cover--in order to remove the contact strip..very easy to take apart...
