They are for rear fog lights, which are generally not used in the US, but are legal, as far as I know. There is a very good article about enabling this feature in a US 5 Series at the link below. This can also be found on www.bmwtips.com. A 7 Series would probably be similar to the 5 Series shown.

Another option is to put a jumper between the upper connector on the brake light to the upper connector to the unused fog light. (The bottom connector is ground.) This will give you "double brake lights". In other words, both of the bulbs on each side light up when you apply the brakes.
