Thanks for all of the help that I got, both here and in personal e-mail. Yes, the trim piece does just snap out. I wanted to make sure, because it took a fair amount of force and I did not want to break anything.

The license plate holder snapped in and I attached the plastic rivets.

BTW, I really like the special BMW license plate screws that I got from the dealer. They have a shoulder on them that centers the plates properly and have snap on covers so that the screw heads are not exposed. Granted, these are little things, but that is what BMW is usually famous for.
