My '86 635 had cold start problems and it ended up being the idle control valve. Car idled perfect when it was warm, but the only way I could keep it idling decently when cold was to put my foot on the gas a bit. Car also would not start cold at all unless I gave it a bit of gas - this process tended to create a raw gas smell.
Put your finger on the ICV and if its giving off a bit of a vibration, then you know its working.
If you suspect that it might not be working, you can unplug it and check with your meter.
