Smog Check II has been here for quite a while and i dont what you are talking about with regards to NOx being new. Atleast in Sacramento it has been here for several years. Are you new to California? The NOx is normally higher when the combustion temps are higher in the cylinder. This is normally caused by advanced timing, which is normally attributted to a modified or damaged O2 sensor or also a bad catalytic converter. I would have your cats checked out.
