I was asking the same thing. NOx has been part of ours here outside of DC for a while now.

If I remember right, I think the Federal requirements (which the states work from) may vary depending on the air quality in more specific areas and based on established reduction goals for that region. The standards aren't necessarily the same across the entire state. Not sure how CA has implemented things.
