Is this the Alternator charge light? (archive)

Does intermittent but increasing flickering indicate a failure mode? This car has had the reg/rectifier replaced already which was a limited remedy, as the light is back again. The previous regulator's failure resulted in a pedestrian owner, and we dont want that to happen again. Car electricals are quite aged overall--brittle wiring, etc. Could a poor ground be the cause? This post and the above are the same party--he drives it, we fix it.
What does the dash light above the fuel gauge indicate? Electrical something, right? I get consistent flickering in all conditions. Had car 6 months fixing little problems as they appear. Thanks
