It is a fact that most European cars of the 4 speed era were geared by their engineers so that they would just reach top speed at max. engine RPM, so any change to a taller final drive ratio is likely to result in a loss of top speed unless the engine has been modified. Furthermore, USA versions of that era tended to have significantly less horsepower because of early smog laws, unreasonably low compressions, etc., so the effect is likely to be even worse.

On the other hand, it will cruise more quietly.
