Could be the ignition switch. I had to replace mine.

The switch is made in two parts, the lock cylinder and the electrical switch. Some people have been able to get the swicth off the lock cylinder withoug taking the lock off the steering column (if you like to reach into tiny spaces while standing on your head under the steering column). Taking out the lock requires drilling out tamper resistant bolts, again from under the steering column, so it's a PITA too.
