After learning more I would agree. We have tested the vacuum coming out of the dipstick, valve cover and going into the intake. It all is working properly, so the P.O./mechanic says it is not the rings. This has been confirmed with another local mechanic. The local mechanic suggested Techroline down each cylinder and some in the gas tank. Let it sit overnight to breakdown the build-up on the rings, if there is any. Replace the oil and plugs, then run the car as normal again to test for the same condition.
