The solenoid clicks when the key is turned to the start position as if the batt was low. The voltage on the two small wires that go to the solenoid read 2.75- 3.0 volts when the key is turned to the start position. Jumping from the Batt to the two terminals on the solenoid does not pull in the solenoid. What is the problem ? Can't get the starter off without a special wrench to check the solenoid . HELP PLEASE
PS The Battery and all conections at the starter are good.
