Dad's M6 fails state emission inspection (archive)

His readings are:

HC 8.3 (limit 2)

CO2 135 (limit 30)

NOX pass

Can someone tell me what this might be? I'm planning on slapping in some new plugs, but I'm wondering if his O2 sensor, or cat is gone. Other solutions? TIA
