I work with NTC's, but I had no idea they were used in cars in 1980. They are Negative Temperature Coefficient Devices. The resistance goes down as the temperature goes up, in a exponential decay curve. I don't know much about engine or idling electronics so I can't say much more...but..It would be used in parallel with a circuit, say circuit B-of constant resistance, to let current go through B until the NTC heated up and then the branch w/the NTC would draw current. Hope it helps, I'm gonna go look at mine now. I would love more information when you get it.
