There is a wire that attaches directly to the positive terminal of the battery that feeds the power windows. That is why they have the circuit breakers below the dash. On mine it corroded off one time, it wasn't even attached and I of course lost the power windows, I don't recall if the locks were affected also though. Anyway, assuming the circuit breakers aren't tripped that is where I would first look.
