Not quite. It was a timed, competitive event - explicitly a race. Tragically, two people got killed while in a Viper running the Virginia City Hill Climb, an annual hill climb race on public roads, sponsored by the Audi Car Club of North America. See the news story about it.

This has automobile club event organizers, and their insurance carriers, badly spooked. It happened during a competitive timed event, but the concern is carrying over to educational events, rallyes, autocrosses, anywhere club members' cars are in motion, and maybe concours shows too.
