I had that happen when there was a short between some of the terminals on the fog light switch. In fact, because of the short my low beams were on constantly whether my headlight switch was on or off - I had daytime running lights! Though I told my neighbor that my car had caught the DRL virus from her Chevy Cavalier... ;)

But I digress. The fog light switch isn't supposed to turn on your headlights. The regular light switch does that, and the fog switch simply turns your fogs on and off when your headlights are on and in the low beam position (the fogs are automatically cut when you hit the high beams).
