The Smog Only shop would not let my car pass the visual part of the smog test because of a missing hose.

Under the battery is a evaporation tank. Out of that are two hose nipples. One (the upper) of those has a hose connected to it the other doesn't. The mechanic would not pass the car because the bottom hose is missing.

Any ideas as to where this hose should be connected?
