'82 320 Won't Start (archive)

Please help, I am restoring an '82 320. I have had it started off a tow, but it will not start from standing. The battery is fully charged, there is no 'tick over' when turning the ignition. Is this a starter motor problem? The car has ben standing for the past few months. Please help.
