For a car that sits for 4 years first you have to check if there are any fatal rust on the chassic. Its not worth to spend time & money for a car which has a rusted out chassic. Unless having a good engine, interior & all mechanical parts in good conditions, I will swap all parts to a new chassic.
Besides the rust, you may just want to get the car run on the road & don't really care about the look. Re-built the engine, re-surface the brake rotors, check all electical stuffs & get them work. Once it runs again on the road, you may discover some other minor but headache problems, hopefully not.
