Here is what the ole bently manual says about testing your starter:
1. Starter motor faulty. Test for voltage at field-winding connectiong strap with ignition at START. If at least 8 volts, repair or replace starter motor.
2. Solenoid switch faulty (less that 8 volts to starter motor).
3. Ignition switch faulty. Test for voltage at terminal 50 of solenoid switch with ignition switch at START. If not at least 8 volts test ignitions switch, if faulty replace....
