Have you tried jumping the starter at the solenoid ? If you can bypass the ignition switch to get the starter to spin, then the problem's not with that. If the starter spins and also engages the starter drive to turn over the motor, then the problem's not with either the starter or solenoid.
The solenoid bolts on the ground cable, the hot cable, and a wire that has a clip terminal. This wire comes from the ignition switch, which if you unplug it from the solenoid, exposes a bare male terminal. Jumper this exposed terminal to the the hot cable connector. I ususally bridge a screwdriver between the exposed terminal and the hot cable to bypass the ignition switch to see if the components are working. Just be ready to break connection should the starter engages and spin the motor.
I would venture to say that if the car's been sitting around a while, and there's no click, it could be the solenoid sticking. That's what happened to my car. I figured that there was a good chance I needed a new solenoid. So I removed the starter out of my car, and when I separated the solenoid off of the starter, it was pretty clear that the solenoid sleeve that the starter plunger slides into was caked with old dried up grease. I cleaned it with electrical contact spray, assembled it and tested it, and reinstalled onto the motor. I did this over three months ago and it's working great.
