Brake jammed & CD rom of parts no. (archive)

I have problem recently. Everytime when I step on my brake & release it, it comes up slowly & last night it even jammed one time & didn't come up. I have to use my TOE & NO HEEL to pull the pedal up. Any idea ?

Besides, I know there's a CD ROM that contains part no. of e21, does it include the euro 323i part no. ? Whats the name of this CD & how much is it ? Any idea where I can buy it ?
