Four months ago, I bought a complete exhaust by BOSAL from Bavarian Autosport for about $500. THis included everything from exhaust manifold all the way back.
It was the easiest path for me to get up and running quickly. However, I would recommend purchasing a genuine BMW exhaust from Maximillian Imports. I am beginning to see BOSAL's sheetmetal beginning to show traces of water and exhaust leaks around the seams of the muffler. Muffler set shown below was painted white by me. 
If you can replace your mufflers & cat & pipes for $600 installed, you have yourself one heck of a good deal.
Just a word of caution about purchasing used exhaust systems - I actually saw a 323i exhaust set sold on EBAY - It's illegal. Health reasons per EPA. Picked up this info while attending Gateway Tech.
Re: Springs - I've read many owners' responses on Eibach v. H&R, and concluded that Eibach are slightly softer than H&R.
Re: Shocks - I had a heck of a time locating the front Bilstein inserts to fit the larger diameter strut tube specifically designed for the 323i. currently, Bilstein only offers the front insert for the 320i, which is smaller in diameter than the 323i, and sells an adapter ring nut that fits onto the 323i strut tube to concentrically lock the insert from wobbling around. I eventually located a pair of Heavy Duty sitting on the shelf, but it was an exhaustive effort.

: Should I have a local muffler shop build a complete performance exhaust for my 1980 323i for about $600 or is there a better option??? The entire exhaust needs replacement.
: What's the concensus on Eibach vs. H&R. A shop is trying to steer me toward H&R and I'm not sure how to go. I'll likely buy Bilsteins....
