There are a couple good places for a little crud to block a windshield washer. The nozzles can get crudded up. Or dirt in the bottom of the washer tank blocks the pickup. Cleaning it out requires removing the tank and flushing it thoroughly, and poking out the nozzles with a fine wire (like spark plug gap gage). It's tedious, but not rocket science.

Also make sure the line is not crimped going around the fold at the front of the hood.
