If you are going to be paying someone else to do the work, it probably not worth it. First, you will probably have trouble just finding someone who wants to take on something as uncertain as this. Unless they have done something similar, they won't know how much time/money it will take.
If you were going to do it your self, you would still have a hard time estimating what the cost would be, even not counting your time.
Find a better start. Let someone else save this one!
