Your car should start without the cold start valve working. How easily it will start is dependent on the engine temp and ambient air temp. Cold engine on a hot day starts easily; warm engine on a cold day starts fairly easily; cold engine on a cold day will require a lot of cranking. I've started my 323i in -10 deg C (5 deg F) with an inoperative valve, though it took about 11 attempts in a row.
