On cars made ten years before yours, like the E21 subject of this board, the mechanical catch in the push button switches for hazard lights was prone to fail, and hazard lights would activate themselves. That would not explain why they kept flashing when you pulled the fuse. In my case, I unplugged the connector from the switch itself. Then I had no turn signals, but the car would run to my favorite parts supplier for a new switch.
