Sounds like you have a vacuum leak which causes a lean mixture condition. BMP sells a complete kit of hoses for your car for about $50.00. Also check your fuel accumulator(regulator) by the fuel pump. It might be sending all the gas down it's bypass valve back into the tank. You can go to Barnes and Noble (or order from BMP) and buy a book called "Bosch fuel injection maintenence and performance" or something like that for $20.00. It explains how to fix and test your fuel injection system plus VW and Volvo! Good luck.
