I don't know about "safe", but it can't be very accurate. Given the cost of a set of feeler gauges, it strikes me as a poor way of doing things.

you have to adjust each with cam lobe pointed down at the engine. adjust to a tight .007 or loose .006. They have to be adjusted in order. I believe it is 3,1,2,4.
I pull (or loosen) the spark plugs so I can manually turn the engine over. Must be sure to turn the engine over the correct way - this so you may adjust each valve.
