Apparently from the text you quote, BMW, like Volvo, has gone to FWD type sealed bearings on some of the series which are newer than what I've examined, but for an E21, you still set up the front wheel bearings like any old Porsche or VW or Ford: while turning the wheel slowly, tighten the castellated nut to 30 NM to set the bearings in position (properly grease packed), then back off a full half turn, then retighten to only 3 NM, then back off again just enough to find a position on which the splitpin (cotter key) can be slipped through a castellation and through the hole in the stub axle.
