rear window defroster 81' 320i (archive)

rear defroster not working. have over 12 volts to one side,all of the wires in the window are o.k. according to my meter. the switch on the dash goes on & off with power going to the rear. is the voltage to low or is there something i'm missing. cold weather is here, it would be nice to see behind myself. any suggestions would be appreciated.thanks
