Given the amount of time you will expend to replace one cable, replacing two cables makes even more sense. If one has snapped, the odds are pretty good that the existing cable's reached its elastic limit.

but here's what I believe are the general steps to removing the handbrake cables:

The rear of the car needs to be jacked up and tires removed.

From the inside of the car, remove rubber cap and detach handbrake cables by first removing the nuts on cable.

At the rear wheels, you must remove the handbrake shoes to detach not only the handbrake cable support bolted to the back of the brake hubs but also the cable's end terminal from the bracket.

Your brake discs and brake pads will need to be removed in order to remove the hand brake shoes.
IF there ever was a good time to service any or all of the rear brake components or bleed the system, this is clearly the best time to do it.
